Thomas A. Stokes
Vice President, Resident Services
Beacon Communites, LLC
Thomas is the Vice President for Resident Services at Beacon Communities. He holds a Master’s Degree in City Planning from M.I.T. and a Bachelors degree in Urban Studies from the College of the Holy Cross. He has seventeen years of Program Development experience for comprehensive neighborhood planning. He has another ten years of experience in recruitment, administration and advising in Higher Education. He is responsible for overseeing the Resident Services/ Activities staff and programs at 12 Beacon Communities throughout the Northeast.

Susan Stockard
Partner/Vice President/ Director of Resident Services
Maloney Properties
Ms. Stockard oversees all Resident Services in properties managed by Maloney Properties. As such, Ms. Stockard works with the resident services coordinators and/or property managers, guiding the development of resident service programs.
Prior to assuming the position of Director of Resident Services, Ms.Stockard served as Regional Property Manager for an extensive portfolio of senior housing. Ms.Stockard will continue as Principal-in-Charge for the senior housing portfolio consulting with Regional Property Managers as needed. Prior to joining Maloney Properties in 1985, Ms.Stockard served in a variety of capacities in the elder housing field. She directed a research project to design models for delivering health and social services to elders in public housing. The published report “Aging in Place” received national acclaim. She also worked with the Baptist Home of Massachusetts as Director of Social Services for 100 level II, III, and IV residents of their nursing home. Concurrent with those responsibilities she was the Director of Shared Housing, investigating the feasibility of a shared housing program for the Baptist Home.
Ms.Stockard served as Coordinator of Housing Services for Boston Aging Concerns Committee (formerly Back Bay Aging Concerns Committee), responsible for resident recruitment and management of The Shared Living House, an inter-generational community. Additionally, she was responsible for the development of a second shared living house.
Ms.Stockard is a current panel member of the Elder Services Committee and the Elderly/Disabled Housing Committee of the Citizens Housing and Planning Association. She is a current member and past President and Vice President of the New England Elderly Housing Association. Ms.Stockard is past president and board member of Match-up Interfaith Volunteers serving the elders of greater Boston. Previously she has served as a task force member for Cambridge Living Options for Elders in an effort to preserve lodging houses for elders, and she has served on an advisory committee to the Cambridge School Department to establish a temporary residence for pregnant teenagers. Additionally, Ms.Stockard is a current Board member and President of Common Place, a housing cooperative formed in 1973.
Ms. Stockard is a Certified Housing Manager, certified by the National Center for Housing Management.

Sam Falzone
Director of Multifamily Programs
Vermont Housing Finance Agency
Sam Falzone has been Director of Multifamily Programs for the Vermont Housing Finance Agency since 1991 and has been with the Agency since 1979, formerly as multifamily Senior Management Officer. He is a Certified Housing Manager and prior to joining the Agency worked as a District Property Manager in New England for the National Corporation for Housing Partnerships. He attended the University of Massachusetts and has completed the John F. Kennedy School of Government Program for Senior Executives of State Housing Agencies and the Executive Leadership Program at Notre Dame. Sam serves on the Board of HomeShare Vermont, a home sharing and care giving program that assists elders and people with disabilities to live independently in their own homes. He is also served on the Education Committee for the Vermont Housing Managers Association since 1981.
In his spare time, Sam is a songwriter, musician and occasional performer. He co-founded the locally famous band “MidLife Chrysler”.

Amy Alba
Director of Resident Services
Dimeo Properties
Amy Alba is the Director of Resident Services for Dimeo Properties. Amy serves as a service coordinator at three housing complexes for elders and people with disabilities in both Rhode Island and Massachusetts. She also oversees YouthRAP at four family developments and provides support as needed for other developments managed by Dimeo Properties. Amy was the co-chairperson of the 2006 NERSC Conference, “Building Bridges in Housing”, in Newport, RI. She continues to be involved on the NERSC conference planning committee. She is also the newly elected vice president of the Rhode Island Resident Services Development Team.
Prior to working with Dimeo Properties, Amy coordinated several youth and family programs and partnerships. She ran programs for Providence College, Kizirian Elementary School, the Providence Housing Authority and the Mount Hope Learning Center. Amy took part in two years of Americorp and expanded their Teach to Change program as a community based educator.
Amy graduated from Providence College with a BA in Public and Community Service. She also has a minor in Spanish and spent time studying abroad in Spain. She maintains her connection to PC by participating as a member of the community advisory board for the Feinstein Institute for Public Service.

Jean Benson Bernstein, M.Ed.
Director of Resident Services

Jean Benson Bernstein has worked for WinnResidential, Boston, MA, for over 20 years. In her current position as Winn’s Director of Resident Services, Jean leads a team of 31 Resident Service Coordinators in the Eastern US, overseeing the delivery of service-enriched housing to residents in more than 12,000 affordable units. Jean sees Resident Service Coordination as vital to a vibrant housing community, where residents have the opportunity to live the highest quality of life. In Winn’s model of Resident Services, the RSC provides proactive social service intervention and intensive support to residents in order to stabilize and preserve tenancy, and to promote resident self-sufficiency.
Jean is an experienced speaker and trainer on issues related to Resident Services and affordable housing in various venues on a local, regional and national level. She also provides consultation to Assisted Living and Elderly Housing programs throughout New England.
Jean was involved with the ‘grass roots’ activities of NERSC in the late 1990’s, and has served on the NERSC Board for 3 years. She served one term as Vice President, and two terms as President of MARSCH (Massachusetts Association of Resident Service Coordinators in Housing. She served on the New England Affordable Housing Association board for 4 years, and she is a member of the American Association of Service Coordinators.
Jean holds a BA in Sociology and a Master’s Degree in Education. She is a Certified Resident Service Coordinator in Massachusetts, has a professional designation in Fair Housing Compliance and is a certified Senior Housing Specialist.
Prior to her work at WinnResidential, Jean worked for 15 years in the field of human services and mental health, providing clinical and direct care to children and adults with special needs.

Sylvette Betancourt
Community Services Specialist
MassHousing/Community Services
Sylvette Betancourt works in the Community Services Department under the Rental Management Division of MassHousing since 1993. She currently oversees the Resident Programs Unit as the Community Services Specialist. Sylvette has over 17 years of experience working with procurement process, proposal reviews and contract negotiation. As program monitor of youth programs within CBOs (community based organizations) and subsidized housing, she provides technical assistance to program staff and resident leaders on program development and implementation. Sylvette is the co-chair of the 2007 New England Resident Service Coordinator Annual Conference May 8th–11th, 2007 in Brewster, Massachusetts.

Daphne Binder
First Realty Management
Daphne Binder, Lead Resident Activities Director at First Realty Management, has been in the field of Resident Services for 11 years. She currently assists at 14 First Realty managed properties throughout Massachusetts and Rhode Island. Daphne has professional designation in ARM, CPO, and FHC.
She views the field of Resident Services as the backbone to an apartment community. She is active in volunteer opportunities for Special Olympics, Easter Seals, and Big Sister organization.

Christie Gaydos
Director of Research & Programs
Preservation Management
Christie Gaydos has been in resident services for the past 20 years. She has worked at Preservation Management, Inc. for the past 8 years and in June of this year became the Director of Research and Resident Programs taking over the role that Mary Weiss had held for the past 15 years. Christie oversees 30 RSCs in CT, ME, NH, MD, MI, MD, MO, NY, PA and WI and within these states and others managed by Preservation management over 5,000 units of affordable housing in 13 states. Christie has also taken on the role of 504 Coordinator for the entire company. She oversees 11 HUD grants in 5 states and does quality assurance for Preservation Management, Inc. and other housing agencies in and out of the state.
Prior to working at Preservation Management, Inc. Christie worked at both South Portland Housing Authority and Bath Housing Authority developing their RSC programs. She also worked as a Staffing Coordinator/Field Supervisor for Home Resources of Maine before joining Preservation Management, Inc.
Christie graduated from the University of Farmington with a BS degree in Rehabilitation Services, with a minor in Psychology and a concentration in geriatrics.
Christie was part of the NERSC Planning Committee as Co-Chair for the 2005 conference and as a planning committee member in 2006.

Tom Gerundo
Contract Administration Coordinator
Jefferson County Assisted Housing Corporation
Tom Gerundo is the Contract Administration Coordinator for the Jefferson County Assisted Housing Corporation (JeffCo) in Connecticut. JeffCo has been the Contract Administrator for HUD’s project-based Section 8 program in Connecticut since July 2004, and is also Contract Administrator in Alabama, Mississippi, and Virginia. As Contract Administration Coordinator, Tom oversees the scheduling and completion of annual Management and Occupancy Reviews for more than 150 properties across Connecticut to ensure that owners and management companies are operating in compliance with HUD guidelines.
Prior to working with JeffCo, Tom spent six years working for a behavioral health agency in Meriden, Connecticut, most recently as Housing Services Manager. In addition to securing state and federal funding for two Shelter Plus Care supportive housing grants, Tom also managed a 26-bed supervised living program for adults with mental illness, a homeless outreach case management program, and other case management and intake services for behavioral health clients. Tom also has experience working in a transitional living facility for homeless adults with substance abuse histories, and managing a caseload of over 300 families receiving tenant-based Section 8 rental assistance throughout Connecticut.
Tom holds a Master of Public Health degree from Southern Connecticut State University in New Haven, and a Bachelor of Arts degree in Economics from Trinity College in Hartford. Tom is also a member of the Board of Directors for the New England Affordable Housing Management Association (NEAHMA).

Jennifer Hunter
Resident Services Specialist
Cathedral Square Corporation
Jennifer is the new Resident Services Specialist (RSS) at Cathedral Square Corporation in Vermont. The RSS promotes service coordination across all properties at Cathedral Square and supports the development division in areas of service programs in new housing.
Prior to her current position, Jennifer worked as RSC for 12 years with elders and people with disabilities. Jennifer also has past experience as a care-coordinator in an Alzheimer’s facility, a Crisis Clinician for a mental health center and a guidance counselor.
Jennifer has taken an active role in the profession of Resident Service Coordination (RSC) and was the first President of the Vermont Resident Service Coordinators. She is a member of American Association of Service Coordinators. Jennifer has been a part of New England Resident Service Coordinators since the original planning committee and now serves on the Board of Directors of NERSC Inc.
Jennifer holds a Master of Science in Counseling from the University of Vermont. She receives annual certification from Vermont Housing Finance Agency for meeting HUD standards for RSC training.
Lynn Koroser-Crane
Administrator of the State Housing Portfolio
Connecticut Housing Finance Authority
Lynn Koroser-Crane is employed by Connecticut Housing Finance Authority as the Administrator of the State Housing Portfolio, overseeing 17,000 units of housing in Connecticut. She has held this position since February 2006.
Previously, Lynn served as the Executive Director of the West Hartford Housing Authority, for twelve years, administering HUD public housing, Section 8, Section 202/236, CHFA financed, RAP, T-RAP and State housing programs.
She was also the Executive Director of the Poughkeepsie, NY and Putnam, CT Housing Authorities for a combined 7 years. Her overall 25 years of experience includes both public and privately managed subsidized housing.
She holds a Bachelor’s degree (Psychology) from Purdue University and a Master’s degree (Educational Counseling) from Anna Maria College.

Lynn Lippitt
Director of Housing Services
New Hampshire Housing
Lynn Lippitt has been the Director of Housing Services at New Hampshire Housing since 1988. She oversees the design, implementation, and administration of housing services programs for tenants of multifamily housing and the Housing Choice Voucher program. Currently she is working with the Family Services group to switch from a case management model to a Coaching model and expand our on-line learning programs to all tenants. Technical assistance and training programs regarding housing services are also a top priority. Lynn has been involved in NERSC since its inception and co-chaired the 2002 conference.
Lynn has directed several national grant projects including the Robert Wood Johnson Foundation’s (RWJF) Supportive Services Program in Senior Housing, the U.S. Administration on Aging’s Supportive Services Program, the U.S Housing and Urban Development’s Hope for Elderly Independence Program and ACCESS 2000/Nursing Home Transition Program. She holds a BA in Psychology, a M.Ed. in Community Agencies/Counseling from the University of Maine, Orono and an MBA Certificate in Human Resources from Franklin Pierce College in New Hampshire.
In addition to being the former president of the NERSC Board of Directors, Lynn is a member of the New Hampshire Professional Service Coordinators Association, the American Association of Service Coordinators, the New Hampshire Medicare Benefits Coalition, the New Hampshire Aging and Disability Resource Center Advisory Council, the University of New Hampshire Center for Disabilities’ HomeCare Connections Advisory Committee and Seniors Count, Inc. Advisory Committee.

Kim Pietrorazio, M.S.

Kim Pietrorazio is the Director of Resident Service Coordination for Konover Residential Corporation, a division of the Simon Konover Company. She oversees resident services for a portfolio of ten properties, servicing families, elderly, disabled, homeless, and chronic mentally ill residents. She has over eighteen years of professional experience within the housing industry managing and strategically planning private and non-profit multi-faceted projects in the development, coordination, implementation, and evaluation of case management, social, recreational, educational, health, resident empowerment, neighborhood revitalization and supportive service initiatives. She has successfully designed multi-faceted supportive service programs, policies and procedures, public relations campaigns, funding acquisition and quality assurance programs.
At Konover Residential Corporation, Resident Service Coordinators play a vital role on the management team and in the community by assisting residents in preserving residency, achieving and maintaining self-sufficiency, life satisfaction and well being.
Kim holds a B.A. in Psychology from Albertus Magnus College an M.S. in Counseling and Community Psychology from Southern Connecticut State University.

Kathy Tyrell Luce

Kathy is Vice President/Principal of Maloney Properties, Inc., a women-owned property management company working with community-based non-profits throughout New England. Kathy oversees large mixed-income affordable housing developments located in Vermont and Massachusetts, and specializes in resident-owned or controlled housing. She was the President of the Vermont Housing Manager’s Association (VHMA) for 7 years and continues to be a member of their Executive Committee. Kathy is also a member of the Board of Trustees and Executive Committee of the Burlington Community Land Trust in Burlington, Vermont.
William Valentine
Supportive Services Program Coordinator
Rhode Island Housing
William Valentine is Supportive Services Program Coordinator for Rhode Island Housing, where he is responsible for overseeing the agency’s social service programs, including the Youth Resident Activities Program (YouthRAP), Foundations of Senior Health (FOSH) program, and the RoadHome Emergency Housing Assistance program. William also provides technical assistance to resident service coordinators across Rhode Island. Prior to his current position, he served as an Asset Management Officer for Rhode Island Housing.
William graduated from Bryant College with a Bachelor’s Degree in Business Administration.
Patricia Wilson
Resident Services Coordinator
Phoenix Management
Patti has been a Resident Services Coordinator since 2003 and currently works for Phoenix Management Company in Saco, Maine. Her realm of service includes 600+ units in Maine and New Hampshire, where approximately 750 residents live in family and elderly/disabled housing.
Patti previously worked as Direct Support Staff, Assistant Director, and Program Manager for Adults and Children with disabilities. She has also worked as a Family Advocate for the Head Start Program, Women’s Advocate and Support Group facilitator for a domestic violence program. Currently, she holds training certification in Mediation and is a coach for the Matter of Balance Program through the Southern Maine Agency on Aging. Patti also served as a committee member for the 2005 NERSC annual conference in Maine.
Patti is currently on the NERSC planning committee and is former President for Maine’s Resident Services Coordinator Association (MRSCA).
Patti also works per diem as a TV Producer for Biddeford Public Access Television.

Don Young
Resident Services Manager
Peabody Properties, Inc.
Mr. Young came to Peabody Properties in 2003 from the Boston Public Health Commission, Homeless Services. Prior to that he was the Chair of the Executive Committee for the Taunton Fair Housing Commission. Currently Mr. Young is the Resident Services Manager at Mishawum Park. Located in Charlestown, MA, Mishawum Park is an affordable family complex of 337 units providing housing for 997 residents. In 2006 Mishawum Park received the Turnaround Property of the Year award by NEAHMA and in 2007 by NAHMA as the nation’s top Turn Around Property of the Year. In 2010 Mishawum Park received the City of Boston’s Mayors Green Award in the residential category for conservation. Mr. Young coordinated the installation of a multi million dollar solar collection system at Mishawum Park in 2008.
Mr. Young holds a BA in Human Services from the University of Massachusetts, and has worked in positions serving the elderly, chronically ill, disabled, homeless, substance abuse, correctional, and transitional populations providing social services and housing advocacy for over 15 years. He also holds the A.R.M designation from the Institute of Real Estate Management. Currently, he sits on the statewide steering committee for the Tenancy Preservation Program, the Charlestown Substance Abuse Coalition Steering Committee, and is on the Board of Directors for Charlestown Against Drugs. Mr. Young also serves as the Resident Services Consultant for Caritas Communities, Inc.
